Skyport Tycoon scratches the build-and-optimize itch. You start with a tiny landing platform and gradually grow a whole floating airport, balancing passenger flow, staff, and expansion. It's the kind of game where you tell yourself one more upgrade and lose an hour.

The interface handles the complexity well for a phone. Menus are tabbed sensibly, and you can zoom into any part of your skyport to fine-tune it. Progress continues while you're away, so it fits nicely into a routine of checking in a few times a day.

It does get grindy in the mid-game, and a couple of systems could be explained better. But the core loop of watching a plan come together is strong, and it runs cool and light on battery, so you can leave it open without worry.
